Bivens for Whitehall Mayor

Mayor Michael T. Bivens is a proven leader, accomplished attorney, and proud United States Marine Corps veteran committed to building a stronger, more inclusive Whitehall. A graduate of Capital University’s School of Management and Capital University Law School, he has practiced law in Ohio and federal court since 2003 and serves as managing partner of his law firm.


Mayor Bivens made history as Whitehall’s first African American City Attorney and, in December 2023, as its first African American Mayor. During his tenure, he has focused on strengthening economic development, enhancing public safety, and ensuring Whitehall remains a city where families, small businesses, and neighborhoods can thrive.


A Desert Storm veteran and former pastor, Mayor Bivens leads with discipline, faith, and a deep sense of service. As Mayor, he is committed to continuing the work of building a city that works for all—where every voice is heard, every neighborhood is valued, and opportunity is not limited by background or circumstance.
