Ly Xīnzhèn Zhǎngsūn Brown (formerly known as Lydia X. Z. Brown) is a Baltimore County resident with over 15 years of experience as a community organizer and disability advocate. They have worked as an adjunct professor, special education lawyer, nonprofit leader, and disability and tech policy expert. Ly Xīnzhèn's work has brought them to schools, prisons, and libraries as well as the highest halls of government. They are an outspoken advocate for justice and equity for all, committed to developing public policy that works for everyone, is accountable to the most impacted communities, and reflects solidarity with communities under attack.
Ly Xīnzhèn is a public member of the Advisory Stakeholder Group on Autism-Related Needs (ASGARN) within the Maryland Department of Disabilities and serves as a Commissioner on the Maryland Commission for LGBTQIA+ Affairs. They are a former member of Disability Rights Maryland's advisory committee for the protection and advocacy for individuals with mental illness (PAIMI) program. Ly Xīnzhèn also proudly represents District 7A on the Baltimore County State Democratic Central Committee.
