My name is Brandon Parker, and I'm running to represent District 4 on the Duluth City Council. I'm a lifelong Duluthian, a U.S. Air Force veteran, a working-class resident, and a passionate advocate for equity, sustainability, and inclusive local governance.


Committed to Transparent, Participatory Government

Over the past 18 months, I've attended nearly every City Council meeting and agenda session. To promote transparency and civic engagement, I've been publishing a bi-weekly newsletter, People's Duluth, which highlights council decisions and amplifies community voices.


If elected, I plan to establish a bi-weekly constituent cabinet—an open forum where residents can collaboratively shape policy, hold leadership accountable, and ensure our local government truly reflects the will of the people.


A Vision for a More Just and Livable Duluth

My campaign is grounded in the belief that Duluth can be a city where everyone thrives.


Key priorities include:


  • Public Safety Reform: Support crisis response teams and invest in mental health and addiction services to reduce the burden on police and fire departments while addressing root causes of crime.


  • Affordable Housing: Advocate for sustainable, affordable housing developments and ensure responsible use of tax increment financing (TIF) to strengthen our tax base without overburdening working families.


  • Economic Equity: Champion policies that address the rising cost of living, promote sustainable economic growth, and support higher wages for all workers.


  • Accessible Transportation: Work towards a more bikeable, walkable, and connected city by improving public transit and infrastructure.


  • Inclusive Public Spaces: Protect our libraries, parks, and public commons from privatization, ensuring they remain accessible and welcoming to all residents.


  • Defending Civil Rights: Stand up for the rights of federal workers, small businesses, immigrants, BIPOC, and LGBTQIA+ communities against authoritarian federal policies.


A Call to Action

I’m passionate and optimistic about the future of Duluth and the Fourth District. The Fourth has a proud history of working-class resilience and activism. I'm committed to honoring that legacy by fighting for policies that uplift all residents and ensure our city government is responsive, transparent, and inclusive.


Our new political reality calls for fresh, invigorating, and energetic ideas that challenge the status quo and as a City Councilor I will ensure that Duluth reflects and responds to constituent concerns and our passionate visions for what our city stands for (and against) as we work to strengthen democracy and our community. Let's build a Duluth that works for everyone —where every voice is heard, and every resident has a seat at the table. Join me in this movement. Together, we can create a stronger, more equitable Duluth.
